Why can’t members stream every program that PBS broadcasts on television?

Since PBS is a distributor - and not a producer - we don’t own the streaming rights to programs that we broadcast on television. We have to negotiate with program producers for the streaming rights every time we want to offer content on our platforms - and sometimes, we’re not able to acquire those rights.
